To me the "guy" in the video kinda looks like a still shot of Rick Astley straight from the Never Gonna Give You Up music video.

But with blurriness and a facial distortion.
Although I dont think its just a picture since it actually does move like its "mouth" keeps moving around which is barely recognizable as a black blur on the face that grows and shrinks.
