That gate makes wonderful background, but is kind of odd.

Grundy's quite dim, but not mentally ill. He'd be totally untreatable, to boot.

The only reason I can think of for Grundy to be at Arkham is a defense lawyer making a 'legally insane' plea. The man really can't tell right from wrong, and that's what such a plea hangs on.

Edit: Does anyone remember Pirates of the Caribbean: At World's End? That scene at the beginning where the kid on the gallows starts singing, and the other condemned join in? Until the scene came to it's end, I thought that was going to revive the executed as revenants. I can still picture a glacial, dauntless wave of 'Grundies' ripping everything East Empire on the island to bits... expressionless and singing in unison.
