The Osman family is a longstanding clan of magicians, and Justin is no different. Regarded as a maverick by his clan, he has continued the tradition his mother spearheaded with 'Arcanotech'; the use of technology in place of ritual to create magic. This has caused friction since the rest of his family believes her mother's experiments led to the Oslo disaster 14 years ago. In pursuit of what really happened, he moved to Alpha City after meeting its branch head Yuri Kiritani. As Kamen Rider Virtue, he agreed to be the leader of Alpha City's rapid response "Rider Unit" in exchange for the UGN's resources to further his own research, and discover the connection between his mother's work and the terrorist organization "False Hearts".

Virtue Driver: Virtue's Rider System utilizes latent elemental energy in his environment to power his systems. This is channeled through one of five elements: Earth, Water, Fire, Wood, and Metal. As such, the strength of his forms are rooted in the energies he can immediately access. Each form, called a Deva, is attuned to one element. Earth form was the first he attuned to, and acts as the foundation for his other forms.

Casting Brace: The abacus-like device on his arm allows Virtue to use his other elemental disks not powering his form to draw energy in short bursts to cast spells using the abacus to 'print' the spell commands on ofuda-like paper. This also allows him to utilize his "Dragon Wrath" series of finishing attacks. In Earth's case, a Rider Knee attack after launching himself at the enemy.

Elemental Disks: Virtue has 5 disks, one for each element. The disks are not the power source per se, but a command system for the Gear to draw energy for an elemental spell.

Earth Dragon Fang and Tail: Earth Deva's primary weapon and tool. The Fang is a jian used in close quarters in a hit-and-run fashion akin to a professional fencer. The Tail, on the other hand, is a rope dart that can attach itself to the pommel of the Fang to create a flying sword-like weapon, allowing him to be just as threatening in medium or long range.
