Take my heart, for what's left of it. We are but one of the same...Yuko Tsukino.

No they're not twins, just one of the same person.

Yuko Tsukino is...

The two dragons also represent one of the two girls.

The one in the red represents the more asian/japanese dragon shall we call it.

While Yuko is the more traditional/modern look of a dragon of a dragon....? With wings etc.

This is based on the fact that Yuko is not really Yuko. Well you can call it that but technically she was experimented on in 5 years in the past. This is where you meet Yuko in the past, but her name isn't Yuko.

So what happened? You tell me.

The heart is representing the two as a whole, while the other half of Yuko is giving up her life to Yuko. So Yuko can have a future and lead a happy life than when she was experimented on...
