It is a very cute character. I like the color scheme, and the face and hands are particularly well drawn. The arms are expressive, too, and the anatomy overall is pretty good.

As for critique, the legs are for sure a weaker part compared to the upper body. The crotch seems a bit too high, the thighs appear somewhat short, and I find the feet a bit too simplified compared to the well-drawn hands. If the legs are coming towards camera, the end of the shorts (the brighter part) should not be at a straight line but rather curved upwards. Just doing that would help the foreshortening a lot I think.

The lineart is generally pretty clean, which is great, but there are a few bits where the line gets thicker or wobblier (the forearm on our left, and the leg on our right, mostly). It could be worth zooming in and cleaning it with the eraser.

Last thing, the background might be a bit too empty. Having some space for the bubbles is obviously fine; I just thought there could be more stuff to avoid having a lot of empty green space. Maybe adding a bunch of smaller bubbles, like they’re in the distance, would do the trick.

So overall it’s quite cute, clean and fun. The character is expressive with her face and body, and the outfit is also a good design choice (I assume it’s an original character lol). Hair is also lovely.
