Another critique that is well within my range of judgement? Mua-ha-ha-ha. Brutality!

Well, let's start with something simple. The lighting, it's too bright, and combined with this cat's fur being bright, then you should have outlined it like the rest of the body. Especially when you mix in the white cloud blurs. That makes it difficult to see completely.

Next would naturally be anatomy, and the thing that really struck out against me, because I've seen you do much better on anatomy in general (Well, granted, you mainly did dogs/wolves, not so often cats, but still), was this.
(Keep in mind I'm not sure if this is big Kirara or little one, because the way you made the body better constitutes the larger one, but because of the no-fangs part, I'll guess you're trying to make the small one. A viewer not being to instantly tell what form she's in is another problem.)
What you need is to make her eyes much larger, so she'd look more chibi (keep in mind that large eyes are a feature of her, big or small). If you tried for the small one, make her head bigger and her body smaller. I'd use a reference from the anime that shows her anatomically - something cute, but not a side view.
The snout is another problem. Look closely and see that her snout is way more narrow, sharper too. Compare it more closely with the anime, would you?

But I did like the background and the way you made the grass. It really does look nice with the mountains.
