Goshawk is the current SoarScale who's in charge of a village on the western coast of Chimarra, that is also currently allied with Queen Bloodwater's pod.

Goshawk, or just Hawk - albeit that's probably a pretty common SoarScale name - has lived in the SharkScale accepting village for most of his life. Not because his parents lived there, but rather they just abandoned him nearby in the ocean, hoping a SharkScale would eat him. Unbeknownst to his parents, the SharkScales of this area aren't usually very hostile to SoarScales, and when one SharkScale found this SoarScale dragonet flapping around in the water, they helped take the frightened dragonet close to a nearby village and left him (because a SharkScale waltzing on into a village with a crying dragonet in their arms probably wouldn't come across very well)

Goshawk admittedly, doesn't remember a lot of his parents or why he was abandoned like that (he doesn't remember his original name before Goshawk, either) but the SharkScale saving him was something he never forgot and because of it he's always been interested in SharkScales. It helps that the village he was now raised in had a similar acceptance and curiosity about them.

Due to his poor early life and also being thrown into a freezing ocean, not all Goshawk's warm scales were able to form fully, and his darkest scales are quite diluted. It didn't help that the village he then grew up in wasn't close to one of the valcanoes, so in the end Goshawk hasn't developed any fire breath either. Not having fire breath never bothered him though, it's not like he plans to use it on SharkScales any time soon. He probably doesn't feel as warm as most SoarScales do.

He doesn't wear any scaleshells, because he seems to be allergic to them and they irritate his scales.

Goshawk went out of his way to interact with SharkScales a lot, and figured out how to make friendly greetings in their language (and some other stuff here or there too). That comes in handy for helping other curious SoarScales begin to interact with SharkScales too, and it didn't take long before most of the village saw him leading others around. He kinda became like a mayor without meaning too.

It helps that he always wants to help others though, so he has a good reputation.

Goshawk and the majority of the village agreed to ally with Queen Bloodwater's pod, making the first official alliance between SharkScales and SoarScales. Sometimes Goshawk helps Bloodwater explore aroound the village and help teach her some more of the land language, while Bloodwater teaches him more of the SharkScale language. Right now, the pod and the village get along very well, as do their leaders.

Goshawk still doesn't know who that SharkScale who saved him is, he's tried looking before and even asking Queen Bloodwater - but he can't remember all the details about them and honestly he doesn't know if they're even still alive.
He might never know, though he'd love to meet them and thank them, at least.

random fact about SoarScales im just gonna put here for now; the dewclaw that SoarScale's have is sharp all along the inner edge and it can be used as a knife to cleanly cut fruits or plants. Due to SoarScale's heat resistance, they can also heat up their dewclaw to high temperatures (with fire breath) and cut through even tougher stuff. SoarScales can probably become very talented blacksmiths.
