If the foals design has been uploaded to storkdanner then no, it is official. If it is an old design that was never submitted to storkdanner and it has no reference, then yes

Is the one that the previous owner made already in the group? If it isnt in the group already or uploaded here, you will need to go through the design transfer process seen in the journal above.
