Use a Legendary Mascot.

FunFact: In the Anime series there has been at least 3 Lugias showed, and although 2 of them were registered as males (Anyone else remember the cute baby Lugia Silver? >w<!!), the Lugia that didn´t invervened was a shadow in the background, but still counts, so in my headcannon, yes, Legendaries can breed (either via Ditto or other Legendaries of their same kind) , but only some of them, Lugia is one of the fortunate one that does, hence, why the Lugia i caught is "female"
