My design for Cecil has taken a complete 180 and now he looks like... I don't know... So, he doesn't really look like Cecil would in my mind, but, I don't know how to draw at all, so this is what you get. Technically second time drawing Carlos but first time actually drawing more than his perfect face. Aaand I'm pretty sure Cecil's tattoos have completely changed but, whatever.
