Mie Sayama was a student in Shiba Kindergarten and a fan of Sailor Moon. She was befriended by Minako during her quest to prove to the other children at her kindergrten that Sailor Moon was real. She and the others later encountered Sailor Moon and Sailor Venus in person when they protected them from the Cardian Gigaros, which had been draining energy from children in the area.

Mie's badge caused me no end of problems. Chibis within chibis! It's simply too small to draw with any kind of accuracy, so I drew it larger and shrunk it down, which is fairly easy to see. But the only other alternative would be to not include it at all, and that would be cheating.
