This is a new character (among other new characters I am making) named Slave V-45 and is related to [link] which is part of 's Project Harem idea where she is one of his character's commanding officers or some shit.

Indeed I realized after drawing this that she looks a lot like a Sci-Fi Ivy. / wrists
