Only if Jerry had pulled the draw string and made it more stuck for Tom. That way Jerry could spend much longer time watch Tom struggle to pull his head out. His boss wouldn't be too happy seeing his body in motion as he trying to pull his head out. Tom should be working, not having his head stuck in luggage.
