The year 2025 proved another successful year for ICMPD and its partners, remaining resolute more than ever, in connecting partners and empowering communities through better understanding of their needs. Now with 138 projects across 109 countries, this Annual Report features ICMPD’s unique position in delivering impact-orientated results through its work.

Romania and ICMPD host first live simulation to test EU Migration Pact readiness
With the full implementation of the European Union Pact on Migration and Asylum to commence in June, ICMPD facilitated the first simulation exercise to test coordination and response mechanism in the context of exceeding reception and processing capacities in asylum centres.
EU ‘partnerships toolbox’ for migration continues to expand after decade of work; new projects range from labour mobility to tackling disinformation
The EU-funded Migration Partnership Facility (MPF) is marking its 10th anniversary with a review of a successful decade supporting migration initiatives between EU Member States and non-EU partner countries. Since its launch in 2016, the MPF has enabled close to a hundred different projects across more than 50 countries; on issues ranging from addressing irregular migration and human trafficking, to enhancing police cooperation and security, and promoting legal channels for labour mobility.

The Republic of Poland assumes the Chairmanship of the ICMPD Steering Group 2026. On 4 March 2026, Mr Paweł Dąbrowski, Plenipotentiary of the Polish Ministry of the Interior and Administration for International Cooperation, accepted the handover of the Chairmanship from Ms Eva Åkerman Börje, Director of the International Migration Department of Sweden’s Ministry of Justice; joined by ICMPD Director General Susanne Raab.
EU and India launch online hub for ICT professionals to address labour shortages in Europe; ICMPD to implement the project
Indian Minister of External Affairs Dr Subrahmanyam Jaishankar, European Commission Executive Vice-President Henna Virkkunen, and ICMPD Director General Susanne Raab launched the European Legal Gateway Office in India on 18 February 2026.

EU Ambassador, Austria Ministers visit Tashkent Migrant Resource Centre
The European Union Ambassador to Uzbekistan and the Austrian Federal Minister for European and International Affairs and the Federal Minister of the Interior visited the Migrant Resource Centre (MRC) in Tashkent on 7 May 2026. EU Ambassador Toivo Klaar, Austrian Foreign Minister Beate Meinl-Reisinger and Interior Minister Gerhard Karner, were joined by ICMPD Deputy Director General Sedef Dearing; along with MRC counsellors and project coordinators, and Austrian media.

In global development, civil society expertise and active community engagement are vital for the success of partnerships. This is evident how, in 2025 and only in just a few months, 29 civil society partners of the Migration and Mobility Dialogue (MMD) Grant Facility have organised and launched seven projects across 25 African countries and two in Europe. In cultivating local community development, these projects also showcase the work and expertise of civil society organisations (CSOs) at an international level through conferences and high-level meetings
Strengthening cooperation and building better partnerships for return and reintegration

With the implementation of the EU Pact on Migration and Asylum in June 2026 and the EU Return Regulation fast approaching, return and reintegration have moved to the centre of the EU’s migration agenda. Against this backdrop, the Expert Conference on Return and Reintegration Facility highlighted the need for coordinated and evidence-based interventions, along with sustained dialogue.
