Only 6 of Uttar Pradesh's 53 private universities have secured UGC Section 12B recognition, while the state prepares a digital monitoring portal for all such institutions. The twin developments could shape access to grants, rankings and scrutiny across the private higher education sector.

Section 12B recognition is considered an important indicator of an institution's academic standards, research capacity and infrastructure.

Despite the rapid growth of private universities in Uttar Pradesh, only six out of the state's 53 private universities have secured recognition under Section 12B of the University Grants Commission (UGC) Act, a status that allows institutions to receive central grants, research funding, and support under various government schemes.

The six universities that have received the recognition are Teerthanker Mahaveer University, IIMT University, Integral University, The Glocal University, GLA University and Galgotias University.

Several institutions have not yet applied for the status, while applications from seven universities are currently pending with the UGC.

Universities without this status cannot access central assistance for research projects, laboratories, libraries, hostels and other development activities.

Experts say this also affects opportunities available to students and faculty members.

The recognition is further seen as an advantage in improving performance in accreditation and ranking exercises.

To obtain the status, a university must first be recognised under Section 2(f) of the UGC Act. It must then demonstrate adequate academic infrastructure, qualified faculty, laboratories, libraries and other facilities.

An expert committee appointed by the UGC inspects the campus before a final decision is taken.

Meanwhile, the Uttar Pradesh Higher Education Department is preparing to bring all private universities under a unified digital monitoring system.

Under the plan, 12 online modules will track academic, administrative and financial activities of universities in real time. Information related to admissions, examinations, research, placements, fees, hostels and other services will be available on a government dashboard.

Officials said the state will also introduce a ranking system for private universities based on data collected through the portal. The move is expected to help students and parents compare institutions before seeking admission.

At present, the state's 53 private universities serve around 2.9 lakh students. Two modules have already been launched, while the remaining modules are expected to become operational by July.

Once fully implemented, the system will allow continuous monitoring of universities by the Higher Education Council. Institutions will be required to submit information across 12 modules covering 41 different parameters, including courses offered, student feedback, research activities, placement records and financial management.

Authorities have warned that strict action will be taken against institutions found providing incorrect information or concealing data.
