- Yesterday, the U.S. Department of Housing and Urban Development published two mortgagee letters creating a Middle Income Housing Option for HUD 221(d)(4) loans and Multifamily Adjustments in Debt Service Coverage Ratios (DSCR) and Loan to Value/Loan to Cost Ratios (LTV/LTC). These changes will help increase individual loan proceeds available and allow borrowers to borrow more for FHA transactions. ✔️ The first letter adjusts LIHTC properties with rent advantage to a DSCR of 1.11 (from 1.15) and LTV/LTC to 90% (from 87%), and Market Rate/LIHTC without rent advantage to a DSCR of 1.15 (from 1.176) and LTV/LTC to 87% (from 85%). ✔️ The second letter introduces a Middle-Income Designation (≥50% of units below 120% AMI with state/local oversight) for the 221(D)4 Program, with new underwriting of 1.11 DSCR and 90% LTC, replacing the previous 1.176 DSCR and 85% LTC.
