About us
It takes more than books and classrooms to provide children with a good education. It takes educators who are willing to invest themselves in our children's future. Like any other large organization, our schools require business, financial, professional development and technological resources to operate efficiently and effectively. That's where MCOE comes in. Established more than 150 years ago by California's Constitution, MCOE provides vital resources to support the county's 24 school districts, two community colleges, and state university. Together, we work to give all of Monterey County's students, from pre-school through post-secondary, the tools they need to succeed in life. MCOE ensures that all Monterey County school districts are fiscally responsible, providing financial oversight, accounting and payroll services, and other tools to ensure financial stability. It would not be cost effective for each school district alone to acquire the many services needed to operate. That's why MCOE is the districts' single source for an array of business, technology, professional development, credentialing, education, teacher recruitment, and support services. MCOE provides teacher, administrator, and instructional support services to improve teaching and learning in the classroom and increase achievement for all students. MCOE also serves as the connection between our schools and the state and federal governments. Every year new laws are passed, new programs are mandated, and old programs are phased out. MCOE monitors changes in legislation and offers its staff as a resource to inform and train district administrators so that they stay current with changing laws that affect education. Monterey County is a region of great demographic, economic, and cultural diversity. These forces create communities with unique needs. By looking at critical issues and sharing resources, the dedicated professionals of the Monterey County Office of Education work to address these needs.

- On Friday, September 6, The Epicenter commemorated its 10th Anniversary with a lively celebration at the Monterey Moose Lodge in Del Rey Oaks. As an institution deeply invested in the success of organizations that uplift youth, the Monterey County Office of Education would like to commend The Epicenter for its incredible impact on the Monterey County community. Over the past decade, The Epicenter has made remarkable strides in empowering and supporting youth across Monterey County, and the event was a testament to the incredible impact the organization has had on the community. Attendees had the opportunity to connect with key stakeholders, hear inspiring stories from the original youth founders, and learn about the exciting future of the organization’s programs. Among the attendees was MCOE’s Deputy Superintendent Dr. Ralph Porrás, who joined other supporters in celebrating The Epicenter’s achievements. The evening was filled with highlights, including live music by Banda Guanajuatense, adding a festive atmosphere to the event. The Epicenter received special recognition in the form of a Resolution from the City Council of Soledad, as well as a joint Resolution from Senator Anna Caballero, Senator John Laird, Assemblymember Dawn Addis, and Speaker of the Assembly Robert Rivas. These honors highlight the far-reaching positive impact The Epicenter has had throughout the Monterey County region. Founded in 2014 through a partnership between Monterey County Child Welfare Services and Voices, The Epicenter has provided a vital space where young people can find wellness, connection, and community. Over the last ten years, The Epicenter has expanded its reach, offering programs in Soledad that served over 325 youth in the past year alone. Today, The Epicenter stands as a leading nonprofit organization in Monterey County, continuing to make a dynamic and meaningful difference in the lives of young people. The Monterey County Office of Education looks forward to seeing how The Epicenter will continue to shape a brighter future for youth and continue expanding its programs and services to ensure that more young people across the region feel empowered, supported, and connected. - On Friday, September 6, the Blue Zones Project of Monterey County (BZPMC) hosted the Salinas Certification Community Celebration in Central Park. This event marked a significant milestone as the City of Salinas officially became a Blue Zones certified community. It is the first of many anticipated achievements as more areas across Monterey County undergo transformation into healthier, more vibrant communities. The celebration was not only a recognition of Salinas' commitment to well-being but also an opportunity to honor local leaders who have played a crucial role in this journey. The Monterey County Office of Education (MCOE) is so proud of the city and the community members, leaders, and organizations who have worked tirelessly to help Salinas achieve this recognition. Monterey County Superintendent of Schools Dr. Deneen Guss and Assistant Superintendent of Student Services Dr. Ernesto Vela were in attendance to show their support for the initiative. Both were honored with the Right Outlook Award, which acknowledges individuals and organizations that empower community members to discover and live their sense of purpose through service. MCOE leadership was thrilled to participate in the Blue Zones initiatives, but the true celebration was the community-wide effort that made Salinas' certification possible. It's this collective effort that has made this momentous occasion possible, and we are thrilled to help recognize it. Salinas’ certification is just the beginning of a broader movement across Monterey County, with more areas expected to follow suit in transforming into Blue Zones communities. - On Tuesday, September 10, educators and administrators from northern counties, including Monterey, San Benito, and Santa Cruz, came together for the first in-person staff development of the year. The Capacity Building Workshop was hosted by MCOE’s Central Coast Regional Technical Assistance Center (CC RTAC) at the National Steinbeck Center in Salinas. The workshop provided a comprehensive and cohesive training experience, ensuring that each participating county benefited from valuable insights and practical strategies, as they relate to the Community School framework. The event was thoughtfully designed to address several key focus areas. Participants explored the importance of aligning perceptions and fostering shared understanding within their educational teams, promoting a unified vision to achieve common goals. A strong emphasis was placed on purposeful, ongoing professional development, directly linked to enhancing teaching and learning outcomes. Attendees were introduced to practical tools and methodologies for implementing continuous improvement processes, aimed at cultivating a culture of reflection, evaluation, and growth within their schools. The MCOE Central Coast RTAC is dedicated to establishing a thriving community of practice, where the RTAC team, California Community Schools Partnership Program (CCSPP) grantees, and prospective CCSPP applicants can support, coach, and empower one another in a collaborative, goal-oriented environment. Through partnerships with community agencies and educational leaders, the MCOE RTAC team is committed to providing the knowledge, skills, and resources needed to bring the Community Schools Strategy to life. - The MCOE Summer Arts Institute, co-sponsored by the Monterey Bay Aquarium and the Arts Council for Monterey, was a dynamic two-day event empowering Visual and Performing Arts (VAPA) educators and teaching artists. Centered on "Culturally Responsive Arts Storytelling Through the Arts," participants immersed themselves in five artistic disciplines aligned with the California Arts Standards. Highlights included a captivating student showcase featuring a traditional Aztec dance group from Alisal Union School District and the Baile Folkloric from Salinas Union High School District, bringing cultural expression to life. By the end of the event, educators left with renewed confidence and practical strategies to implement their 2024-2025 goals, making the institute a truly collaborative and transformative experience.

- MCOE launched its first Inside Education Monterey County tour on Friday, September 6, with a group of approximately 20 registered attendees. Participants were given an in-depth look at select school sites serving special education students in Monterey County. The tour included visits to Ruth Andresen School, Arthur B. Ingham (ABI) School, and Toro Elementary School, where attendees gained valuable insights into the education of students in the Autism Spectrum Disorder (ASD), Orthopedically Impaired, and Deaf and Hard of Hearing programs. The morning started with an overview of Special Education services and programs, setting the stage for an engaging day. The conversation continued during a ride aboard an MCOE school bus with driver Luis Castillo, who transported community participants, County Superintendent of Schools Dr. Deneen Guss, Assistant Superintendent of Special Education Elizabeth (Beth) Arabia, and Senior Director of Special Education Alicia Granberg to each of the school sites Each of the three locations visited provided an opportunity to meet school principals and educators, engage with students, and delve deeper into the specialized programs offered. Participants returned to MCOE in time for a lunch and debrief of the morning events. The Monterey County Office of Education Special Education Division provides regional programs designed for students at various locations across Monterey County who need highly specialized intensive services. Our dedicated team of educators and support staff have the education and expertise to deliver high-quality instruction for each child in our care. In addition, our specialists provide speech, adapted physical education, and occupational and physical therapy to students who require these services.
