Nava is a consultancy and public benefit corporation working to make government services simple, effective, and accessible to all. Nava emerged from the effort to rebuild HealthCare.gov after its troubled launch, and exists to address some of the most complex challenges in the public sector. We’re thinkers and designers of civic technology. We work holistically across engineering, research, design, and operations to proactively envision the services of a better future. We build with empathy and inclusion, and as we come from many backgrounds and countries ourselves, we seek and value different perspectives.

Qualitative feedback is key when shaping user-centered products. Combining those insights with quantitative research can help teams conduct more valuable research that ultimately informs product improvements. Our latest toolkit offers small, iterative experiments as a practical way for teams to quickly gather quantitative data on a product update without needing advanced data science skills. - We are excited to share that Nava Labs, along with two partner organizations, received a $3.6 million grant from the Bill & Melinda Gates Foundation to pilot #AI-powered tools that support benefit navigators: professionals who help people navigate and apply for #benefits. Through experimentation and user research with navigators, experts, and families, our team identified an assistive chatbot for benefit navigators as a promising solution to pilot. With the Gates Foundation grant, we’ll be able to test our generative-AI-enabled chatbot in real scenarios. We’ll partner with Imagine LA, a nonprofit in Los Angeles, for the first pilot. Imagine LA operates a comprehensive digital “Benefit Navigator” tool to help low-income people and families assess their eligibility for public benefits and tax credits. Our pilot will test and help enhance the assistive chatbot with navigators from multiple social service agencies that use Imagine LA’s “Benefit Navigator” tool. For the second pilot, we will focus on developing and implementing other promising tools we’ve tested. This includes document processing support, referral generation, and case note summarization with next steps. We aim to assess the feasibility for widespread adoption and adaptability of AI-powered tools across different organizations. Our work included helping New Jersey build a self-service claimant portal that reduces barriers to accessing benefits and an application programming interface (API) that connects the claimant-facing portal to the staff-facing back end. Public Benefit Report 2024 | Nava navapbc.com - When an #AI chatbot sounds confident in itself, how do you know it’s right? How do you know it’s not making things up? The key is in providing direct citations from sources—but it can be tricky to get generative AI to provide both a helpful summarized answer and a quality source citation. We’ve been working on this problem as part of a project where we’re building an AI chatbot to help caseworkers and other staff who help people access and enroll in #PublicBenefits programs. These staff need to quickly look up complex program requirements while working with clients in the moment. Our recent #CaseStudy dives step-by-step into our approach to addressing this challenge—iterating through 3 approaches to how we structure source data. Through experimentation, we developed a hybrid “Goldilocks” approach that seeks to deliver an accurate and relevant summarized answer while also giving readable source quotes with just the right amount of information. This chatbot, which we’re piloting as part of a philanthropically-funded project, aims to reduce training barriers and administrative burdens so staff can focus on what matters most: helping people access the benefits they need. It’s #ToolkitTuesday, and this week we’re introducing a new checklist that will help your team determine whether or not #AI is an appropriate solution to address certain public sector challenges. At Nava, our team recognizes that AI (of any type) is not the right solution to every problem, but there are steps you can take to help you rigorously and critically assess whether or not AI should be considered for your specific use case. We recommend taking a 4-phased approach to help you make this decision: Phase 1: Define the problem. Phase 2: Determine whether AI capabilities are appropriate. Phase 3: Assess your data, infrastructure, and operational readiness. Phase 4: Evaluate risks and create mitigation plans.
