GENTEXT/REMARKS/1. PURPOSE. IAW THE REFS, PROVIDE SOURCING GUIDANCE AND POLICY IN SUPPORT OF THE FOREIGN MILITARY SALES (FMS) TRAINING CASE WITH THE UAE; MARINE CORPS TRAINING MISSION - UNITED ARAB EMIRATES (MCTM- UAE).
2. EXECUTIVE SUMMARY. AS A TITLE 22 AUTHORIZED FMS TRAINING CASE, MCTM-UAE WILL BE SUSTAINED VIA INDIVIDUAL AUGMENTS (IA) LEVERAGING THE TOTAL FORCE AS DETERMINED BY MANPOWER MANAGEMENT FORCE AUGMENTATION (MMFA) AS PREVIOUSLY COORDINATED DURING THE JULY 2012 OPERATIONS SUMMIT. TIMELINES IDENTIFIED IN THIS MESSAGE ARE ESSENTIAL TO ENSURE ADEQUATE TIME FOR ASSIGNED PERSONNEL TO ACQUIRE PASSPORTS, VISAS, AND TO CONDUCT REQUIRED PRE-DEPLOYMENT TRAINING. ONCE A MARINE HAS BEEN IDENTIFIED, THE PARENT COMMAND WILL IMMEDIATELY INITIATE THE OFFICIAL PASSPORT APPLICATION AND VISA PROCESS IOT OBTAIN AN OFFICIAL PASSPORT AND VISA IN A TIMELY MANNER.
3. BACKGROUND. AS OUTLINED IN REF E, THE UAE IS AN IMPORTANT REGIONAL PARTNER AND THEREFORE THIS TRAINING EFFORT IS A HIGH PRIORITY FOR THE MARINE CORPS AND DEPARTMENT OF THE NAVY.
3.A. INITIALLY REGISTERED AS A CDRUSCENTCOM SECURITY COOPERATION (SC) TRAINING TEAM (RFF 1243); SUSTAINMENT BEYOND INITIAL SOURCING PREDICATED ON TRANSITION TO FMS TRAINING CASE.
3.B. MCTM-UAE FMS TRAINING CASE FORMALLY ACCEPTED PER REF A, RFF 1243 SUBSEQUENTLY CANCELED BY CDRUSCENTCOM.
3.C. FMS TRAINING IS A TITLE 22 SECURITY ASSISTANCE PROGRAM AUTHORIZED BY THE DEPARTMENT OF STATE TO BE ADMINISTERED BY THE DEPARTMENT OF DEFENSE FOR WHICH THE RECIPIENT NATION PROVIDES REIMBURSEMENT.
3.D. THE MCTM-UAE FMS TRAINING CASE IS A CONTRACTUAL AGREEMENT BETWEEN THE US GOVERNMENT AND UAE, WHICH THE MARINE CORPS IS RESPONSIBLE TO EXECUTE.
3.E. MCTM-UAE IS AN ENDURING SERVICE REQUIREMENT. PERSONNEL ASSIGNED TO THE MCTM-UAE WILL EXECUTE TAD ORDERS UP TO 365 DAYS DURATION.
3.F. NORMALLY, ENDURING FMS CASES IN EXCESS OF 180 DAYS, AS DEFINED BY REF B, ARE SOURCED VIA PERMANENT CHANGE OF STATION (PCS) ORDERS; HOWEVER, PCS IS NOT CURRENTLY FEASIBLE FOR THE MCTM-UAE AS THE MARINE CORPS DELIBERATES ON POTENTIAL DOWNSIZING AND ASSOCIATED FORCE STRUCTURE ISSUES AND CASE DURATION.
4. POLICY. THE SERVICE WILL UTILIZE IAS TO SOURCE THE MCTM-UAE.
4.A. MCTM-UAE PERSONNEL WILL DEPLOY WITH TAD IN EXCESS ORDERS NOT TO EXCEED 365 DAYS.
4.B. SOURCING COMMANDS WILL NOT DEVIATE FROM RANK AND MOS REQUIREMENTS FOR BILLETS INDENTIFIED AS 'KEY BILLETS' UNLESS COORDINATED AND APPROVED BY DC M&RA (MMFA) WITH CONCURRENCE FROM DC PPO(PO). NORMAL IA BUSINESS RULES APPLY TO BILLETS NOT DESIGNATED AS 'KEY BILLETS.' RECLAMAS AND (OR) OTHER ISSUES WITH TASKING WILL BE ADJUDICATED BY PPO(PO).
4.C. THE MARINE CORPS SECURITY COOPERATION GROUP (MCSCG) IS THE FMS CASE MANAGER FOR THE MCTM-UAE. MCSCG IS RESPONSIBLE FOR ENSURING THAT ALL COSTS ASSOCIATED WITH THE FMS CASE ARE CAPTURED AND REIMBURSED TO THE USMC.
4.D. MCSCG WILL COORDINATE WITH SOURCING COMMANDS AND COMUSMARCENT TO ENSURE THAT REQUIREMENTS AND TIMELINES FOR PASSPORTS, VISAS, AND PRE-DEPLOYMENT TRAINING ARE ADHERED TO. AS REQUIRED, MCSCG WILL HOLD PERSONNEL WHILE PASSPORT AND VISA ISSUES ARE ADJUDICATED.
5. ACTION.

5.A.1 RELEASE MCTM-UAE TASKING MESSAGE PER TIMELINE IN PARA 6.
5.A.2 PROVIDE OVERSIGHT TO ENSURE TASKED COMMANDS SOURCE PERSONNEL INTO THE MANPOWER REQUIREMENT TRACKING MODULE (MRTM) OF THE MARINE CORPS MOBILIZATION PROCESSING SYSTEM (MCMPS).
5.A.3. ENSURE PERS ENTERED INTO MRTM ARE SOURCED FOR DUR OF INDIV COMMITMENT.
5.B. COMMARFORCOM (MCSCG)
5.B.1. PROVIDE SERVICE OVERSIGHT OF UAE FMS TRAINING CASE AS THE CASE PROGRAM MANAGER.
5.B.2. ENSURE ALL COSTS ASSOCIATED WITH MCTM-UAE ARE CAPTURED AND REIMBURSED TO THE USMC.
5.B.3. COORD REPORTING INSTRUCTIONS WITH COMUSMARCENT AND PUBLISH REPORTING INSTRUCTIONS TO INCLUDE PASSPORT AND VISA REQUIREMENTS. TAD EXCESS ORDERS NOT TO EXCEED 365 DAYS. REPORT TO COMUSMARCENT TAD EXCESS TEMINS CO MCSCG.

5.E. MCTM-UAE. PROVIDE VIA OFFICIAL MESSAGE TRAFFIC (VIA THE EMBASSY CABLE) ANY CHANGES TO REQUIREMENTS AFFECTING MANNING TO COMUSMARCENT FOR VALIDATION. PROVIDE JUSTIFICATION FOR ALL CHANGES; INCLUDE EMBASSY AND UAE ACKNOWLEDGEMENT AND APPROVAL OF ALL CHANGES.
6. TIMELINE. 'D' REPRESENTS DEPLOYMENT DATE FOR INDIVIDUALS ASSIGNED TO THE MCTM-UAE. THERE MAY BE SOME VARIANCE IN 'D' IF THE TEAM DOES NOT DEPLOY AND TURNOVER AS A SINGLE ELEMENT, SO FOR PURPOSES OF THIS TIMELINE 'D' REPRESENTS THE EARLIEST TURNOVER OF PERSONNEL BETWEEN ROTATION.
6.A. NO LATER THAN D-240 MCTM-UAE OIC SUBMITS AN ASSESSMENT OF THE MCTM-UAE TEAM COMPOSITION AND FORWARDS CHANGE RECOMMENDATIONS TO COMMARCENT. PRIOR TO SUBMISSION TO MARCENT, THE MCTM-OIC IS RESPONSIBLE FOR ENSURING RECOMMENDED CHANGES ARE ACCEPTABLE TO UAE AND APPROVED BY AMEMB UAE THROUGH THE US LIAISON OFFICE (USLO).
6.B. D-210: COMMARCENT VALIDATES CASE MODS AND TURNOVER DATES AND SUBMITS TO DC PPO (PO) FOR APPROVAL.
6.C. D-180: DC PPO (PO) APPROVES CASE MODS AND DEPLOYMENT DATES.
6.D. D-150: DC MRA (MMFA) RELEASES TASKING MESSAGE TO MARINE CORPS ORGANIZATIONS TO SOURCE THE MCTM-UAE BILLETS.
6.E. D-120: TASKED COMMANDS SOURCE NAMES INTO MRTM AND INITIATE OFFICIAL PASSPORT AND VISA PROCESS.

7. COMMAND AND CONTROL.
7.A. MCTM-UAE PERSONNEL IN UAE FALL UNDER THE AMBASSADOR'S CHIEF OF MISSION (COM) AUTHORITY PER REF E. MCTM-UAE WILL KEEP THE COM INFORMED OF THEIR CURRENT AND PLANNED ACTIVITIES THROUGH THE USLO.
7.B. ADMINISTRATIVE SUPPORT. COMMARCENT PROVIDES ADMINISTRATIVE SUPPORT TO MARINES TAD TO MCTM-UAE PER PARAGRAPH 5.C.3 AND REF C. THE ADMINISTRATIVE SUPPORT INHERENT IN TITLE 10 RESPONSIBILITIES PROVIDED BY COMMARCENT WILL INCLUDE: CASUALTY REPORTING, THE REPLACEMENT OF PERSONNEL, THE PROCESSING OF SERVICE AWARDS, AND THE PROCESSING OF PERFORMANCE EVALUATIONS.
8. SOURCING OF FMS TRNG CASES OTHER THAN THE MCTM-UAE WILL CONTINUE TO BE DONE IN ACCORDANCE WITH REF B.
9. RELEASE AUTHORIZED BY BGEN MICHAEL ROCCO, DIRECTOR, STRATEGY AND PLANS DIVISION, PLANS, POLICIES AND OPERATIONS, HEADQUARTERS UNITED STATES MARINE CORPS.//
