BERLIN, June 3. -- A helicopter designed to rise vertically to any desired height and to be able to stop in the air for exchange of passengers, mail or freight with similar craft is alleged to have been constructed by Engelbert Zaschka, a German engineer, who is now experimenting at the Johannisthal flying field near here.
