Section 11.1. says:
After the User ID packet or Attribute packet, there may be zero or more Subkey packets.
It should say:
After the sequence with the User ID packets and User Attribute packets, there may be zero or more Subkey packets.
Notes:
The Subkey packets come after all User ID packets and User Attribute
packets.
