Western Undergraduate Exchange (WUE)
Deadline: August 1, 2025
The Western Undergraduate Exchange (WUE) is a program for undergraduate students that allows nonresident students to pay 150% of resident tuition. The program is filled on a yearly basis beginning with fall semester, and is set for a maximum of 8 semesters. Students receiving the WUE will not receive a 'scholarship' or 'waiver', instead their residency code will be changed and the student will be charged a WUE tuition rate (at 150% of resident tuition).
Students must be a legal resident of a participating state or a U.S. Pacific Territory: Alaska, American Samoa, Arizona, California, Colorado, Commonwealth of the Northern Mariana Islands (CNMI), Federated States of Micronesia, Guam, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, Republic of Marshall Islands, Republic of Palau, South Dakota, Washington, and Wyoming. Time the student is enrolled on the WUE will NOT count towards requirements for resident status for tuition purposes.
After receiving an invitation to participate in the WUE program at USU, a student must do the following to remain eligible:
- Be enrolled, cannot exceed a total of 8 semesters of eligibility.
- Maintain a GPA to remain in good standing at USU.
- Have not accepted any other USU scholarship in the form of tuition waiver or tuition reduction (private cash awards or scholarships are acceptable).
- Pursue a first undergraduate degree (students pursuing a second bachelors degree are not eligible).
- WUE is available to students attending Logan, Statewide and Southeast Campuses (USU Eastern, Blanding, Moab). Out-of-state online students are not eligible.

Scholarship GPA requirements listed below are for students with 24 or more completed college credits that have attended at least one semester at a university or college after graduating from high school. If you have 23 or fewer completed college credits before the scholarship deadline, you will be required to meet first-year student scholarship requirements. (See the scholarship index table to determine which academic scholarships you may qualify for.)

Alumni Resident Scholarship

The Resident Alumni scholarship may be awarded to undergraduate Utah residents who have at least one parent or grandparent who earned an associate degree or higher from Utah State University, College of Eastern Utah, or Carbon College.

HB144 Utah Nonresident Tuition Exception Affidavit
Any student who meets all the following requirements and completes the application may receive a waiver of the nonresident portion of the total tuition at Utah State University. Student information provided in this application is strictly confidential unless disclosure is required by law.
Requirements
- The student must have attended a Utah high school for three or more years.
- The student must have graduated from a Utah high school or attained the equivalent of a high school diploma (GED) in Utah.
- Students must submit their official high school transcript(s) to confirm their attendance at a Utah high school for three years and graduation from a Utah high school.
- A student, who is without lawful immigration status, must check a box to confirm on their application for HB144 that they have filed an application to legalize immigration status, or will file an application as soon as they are eligible to do so. No documentation or other verification of this will be required outside of the certification on the HB144 application.
- Students eligible for this exemption who are transferring to another Utah public college or university must submit a new request (and documentation if required) to each college under consideration.
- Students meeting the criteria will have the nonresident portion of their tuition waived, but continue to be classified as nonresidents.
- Students who qualify for this exemption are not eligible for federal financial aid.
- Students who hold a nonimmigrant alien visa are not eligible for this exemption.
How to request the HB144 Waiver
- Fill out the application.
- Upload the final Utah high school transcript verifying graduation to the application or send directly to the Utah State University Admissions Office
Note: The transcript must show completion of at least three years in a Utah high school and proof of graduation from a Utah high school or have an equivalency of a high school diploma in Utah.
Additional Information
- Once a student is determined to be eligible for the exemption, they will continue to receive it as long as they fulfill the requirements listed below, or Utah State University no longer offers this exemption.
- Applying for the exemption does not in any way alter the student’s responsibility to pay on time any nonresident tuition and associated fees that may be due before the HB144 Waiver is awarded.
- This exemption of nonresident tuition will not be considered until a student is admitted to Utah State University.
- ALL requirements of R512.4.5 must be met.

Involvement Scholarship
Involvement scholarships are awarded to those students who have demonstrated qualities of leadership and have made superior contributions to their school and community. Several scholarships will be offered in varying amounts, based on the individual’s achievement in extracurricular activities, leadership, and service. Recipients of the Involvement scholarship will have various leadership and involvement opportunities. Scholarship recipients may attend Involvement Day, the Aggie BLUE leadership conference and other leadership courses, and join student clubs and campus organizations. International students are ineligible for the Involvement scholarship.
The deadline for Fall 2025 Involvement scholarship application is February 1, 2025 for first-year and transfer students.
Additional Leadership & Involvement Scholarships
- Ambassador Program: A separate application is now required for the USU Ambassador Program. Students applying for the program will automatically be considered for the Involvement scholarship and Student Government scholarship. Students should not submit an Involvement scholarship application if they are submitting an Ambassador Program application.
- Student Government Scholarship: Utah students who apply for the Involvement scholarship are automatically considered for the Student Government scholarship, an additional $500 award. A separate application is not required.
- Eastern Leadership Scholarships: Leadership opportunities are available at USU Eastern and require a separate application.
Uintah County Residency Scholarship (Vernal)
Scholarships are available to Uintah County residents attending Utah State University Uintah Basin. Applicants must apply each semester by the deadline.

- The Uintah County Residency Scholarship cannot be deferred or held for a future term. Must apply every semester to qualify.
*Students attending the Eastern, Moab, and Blanding campuses do not pay the deposit and will confirm their enrollment via the enrollment confirmation form prior to the semester they begin.
