The missionof the XML Core Working Group, part of the Extensible Markup Language (XML) Activity, is to maintain and develop as needed core XML specifications.

Deliverables
The Working Group has current plans to:
- Publish a sixth edition of XML 1.0, to include the changes for the LEIRI specification, at such time as IRI-bis is final.
- Publish a new version of XInclude, expected to be version 1.1.
Note that the development of new W3C Recommendations not listed in this document would require a new charter revision.
Other Deliverables
The XML Core Working Group will maintain and/or develop test suites for each specification as needed.
with the specifications listed in the Scope section and providing careful updates as warranted.
The XML Core Working Group had previously published C14N 1.1 which is now a deliverable of the XML Security WG. Due to patent policy commitments, any new edition of C14N 1.1 would need to be jointly developed by the XML Security WG and the XML Core WG. The XML Security WG is expected to do the development work, and the XML Core WG will review it before publication.

Dependencies
W3C Groups
The XML Core Working Group co-chairs participate in the XML Coordination Group to help track dependencies.
Internationalization Core Working Group
That Group is expected to provide last call review of deliverables of this Working Group.
Last call review happens via the XML Coordination Group and its liaisons.
External Groups
The XML Core Working Group needs to review and comment on work on the definition of the Internet Media type for XML (see RFC 3023).
Participation
To be successful, the XML Core Working Group is expected to have 6 or more active participants for its duration. Effective participation to XML Core Working Group is expected to consume 2-3 hours per week for each participant; 5-10 hours per week for editors during active editing periods.
Participants are reminded of the Good Standing requirements of the W3C Process.
Communication
This group primarily conducts its work on the publicly archived mailing list public-xml-core-wg@w3.org (archive).
Information about the group (deliverables, participants, face-to-face meetings, teleconferences, etc.) is available from the XML Core Working Group home page (member only).
Patent Policy
This Working Group operates under the W3C Patent Policy (5 February 2004 Version). To promote the widest adoption of Web standards, W3C seeks to issue Recommendations that can be implemented, according to this policy, on a Royalty-Free basis.
About this Charter
This charter for the XML Core Working Group has been created according to section 6.2 of the Process Document. In the event of a conflict between this document or the provisions of any charter and the W3C Process, the W3C Process shall take precedence.

This charter was revised in Summer 2012 to permit work on a new version of XPointer.
