外国援助（がいこくえんじょ, international aid, overseas aid, foreign aid）は人道問題で共同体や国に供給したり社会経済的な目的を達成する援助（大抵は経済的な援助）である。開発援助が長期の経済成長を行う目的で行われるのに対して、人道援助は従って第一に緊急援助に用いられる。豊かな国は概して開発途上国に対して経済的な援助を行おうとする。
