Our Civil Enforcement Officers (CEOs) are now known as Marshals.

Marshals are fully qualified CEOs, that have been authorised to enforce road traffic contraventions. They also have an ambassadorial role.

Their duties differ from traditional CEOs in that a Marshal’s main function is to educate motorists and help them comply with traffic regulations.

As well as educating and assisting the public, Marshals also manage kerbside spaces, and establish a positive working relationship with drivers, residents, businesses, workers and visitors. This is key to ensuring good traffic flow.

Enforcement is carried out as necessary or when rules and regulations are continuously being ignored, but issuing Penalty Charge Notices (PCNs) is just one of a number of powers available to the Marshal.

Upon issue, PCNs will be housed in one of the envelopes illustrated. Inside the envelope will be the PCN itself. This details the alleged contravention and explains how the PCN can be paid or challenged.

Our Marshals wear body worn video (BWV) when carrying out their duties. The purpose of BWV is –

• To provide contemporaneous visual and audio recordings of customer interactions during enforcement activities
• To improve the quality of communication to motorists and public
• To provide more details/evidence of parking contraventions and conversations with the public, which will ensure fairness, transparency and accountability in the complaints process and in dealing with incidents occurring during a Marshal’s duties
• For staff safety and protection,
• For staff training and development.

Marshals cannot view, share, alter or delete the images/audio that have been recorded. The images are stored on a secure server, with a strict access, viewing, storage and deletion policy.
