Until present, the empirical modeling of health capital greatly depends on selection indicators of health capital fromroutinely collected statistical indicators. The aim of the study is to perform a comparative analysis of the available statistical indicators routinely collected by Rosstat in the Unified Interagency Information and Statistical System (EMISS) and assess their usefulness for building empirical models as health capital indicator. Methods. Kazakhstan is a country with a large territory and uneven economic development of regions. The ta... more Kazakhstan is a country with a large territory and uneven economic development of regions. The task of transition from a raw orientation of economics to industrial development implies the increase of innovative activity that leads to acceleration of growth. The knowledge spillover between the regions of the country can play an essential role. Taking into consideration the main foreign theories of innovations' diffusion of E. Rogers and the theory of the knowledge spillover of Marshall-Arrow-Romer, L. Anselin, the model of the endogenous growth of J. Grossman and E. Helpman, using the originality of the model of Ph. Aghion and P. Howitt about the knowledge spillover, we explored how the economic growth of territories is associated with innovations. Using panel data on innovative indicators of the regions of Kazakhstan for 2005-2015 the regression models with fixed effects were estimated. Conclusions are made about the ability of the knowledge spillovers to reduce inequality in innovation activity among the regionsinnovative leaders and regions lagging behind in innovations. The calculations showed that the knowledge spillover leads to the spread of knowledge to neighboring regions, and from them to neighboring ones, forming so-called "centers of innovation". Alignment in the level of innovative activity leads to an equalization of the rates of economic growth of the regions.

Objectives. The article aims to conduct a panel analysis of the relationship between healthcare costs and the GRP per capita growth rates depending on the human capital level in the regions of Russia for the periods from 2005 to 2013 and 2008 to 2018. Methods. For the study, we used econometric modeling based on a fixed-effects threshold regression. Results. The article presents the results of the calculation of two threshold regression regimes (above and below the threshold) and determines the contribution of healthcare expenditures to the regional growth rates. Conclusions. Regions with maximum threshold values are characterized by a higher quality of medical care and up-to-date infrastructure. The article explores the interrelations between research and development (R&D), innovation ac... more The article explores the interrelations between research and development (R&D), innovation activity, and economic growth in the Russian regions. To analyze these interrelations, the econometric framework is applied. Based on data for 2005–2013, panel regression with fixed effects and the Arellano–Bond model are constructed. Hypotheses about the significant impact of knowledge and socioeconomic conditions on regional growth have been tested, while the expenditure on R&D and technological innovation are used to analyze knowledge spillovers; and spillovers of socioeconomic conditions are modeled with a socioeconomic filter. The results of calculations indicate possible competition for labor in the industry when this indicator is included in the socioeconomic filter. The calculations also confirm the significant impact of expenditure on technological innovation and spillovers on technological innovations for regional economic growth. At the same time, knowledge has been more efficiently disseminated to regions with high absorptive capacity, as well as between regions with similar growth rates. The authors conclude that knowledge spillovers can have a significant impact on gross regional product per capita (GRP) growth. The results can be used by regional governments when formulating innovation policy.

A positive income effect from the participation in the cooperative health insurance is revealed. This effect allows for redistribution of funds from more affluent to less affluence individuals (when sick). The proposed insurance scheme can lessen such drawbacks of the VHI as non-transparency and high level of administrative regulation and can bring additional financial funds into the health care system.

The article aims to analyze a phenomenon of heterogeneity in self-assessed health for the Russian... more The article aims to analyze a phenomenon of heterogeneity in self-assessed health for the Russian population from 2001 to 2015, to determine types of heterogeneity and to elicit socio-economic and health-rated determinants of heterogeneity. A generalized ordered probit model with random effects and objective diseases index indicated that the determinants of heterogeneity in the Russian Federation are for both genders: marital status, income, incomplete secondary education, living outside urban areas and region of settlement; age also affects the differences in self-reported health for women. Secondary education is also a driver of observed heterogeneity for women while different regions drive cut-point shift heterogeneity for males and females. The study confirms that direct comparison of self-assessed health for different population groups will lead to incorrect conclusions.

Using a database of 860 Russian patents Kaplan–Meier estimators, showing the percentage of firms that are persistent in innovations at a particular time, are computed. Based on the three forms of Weibull regression characteristics of a persistent innovator for the sample are determined: it is a company that specializes in chemical manufacturing with four patents belonging to different patent classes. Our calculations did not confirm a theoretical statement that the persistence in innovation rises with the number of patents that a firm has at the start of the innovation spell («success breeds success»).

Анализ качества жизни и состояние здоровья населения Казахстана, проживающего в промышленном регионе-зоне экологического риска. В качестве базы данных использованы результаты анкетного опроса жителей Карагандинской области в 2014 г. Цели. Количественная оценка влияния неравенства доходов на удовлетворенность качеством жизни, связанным со здоровьем, способствующим увеличению продолжительности жизни населения. Методология. Основной гипотезой исследования является утверждение об отрицательной взаимосвязи между неравенством доходов и качеством жизни, связанным со здоровьем. Для проверки гипотезы использован аппарат эконометрического моделирования. Результаты. На основе результатов логистических регрессий качества жизни и самооценки здоровья выявлено, что на качество жизни казахстанцев влияют такие факторы, как возраст, семейное положение, образование, доход, наличие детей, собственное жилье, неудовлетворенность жизнью, здоровьем и материальным положением. На самооценку здоровья жителей Казахстана положительно влияют образование и доход, эмпирически подтверждая теоретические предположения модели Гроссмана. Выводы. Построенные регрессионные модели подтвердили основную гипотезу, поскольку более обеспеченные граждане сообщали как о более высоком качестве жизни, так и о более хорошем здоровье. Статистическая значимость в моделях уровня образования и удовлетворенности условиями жизни, косвенно определяющих неравенство, также подтвердила основную гипотезу исследования. Результаты работы могут быть использованы для разработки региональной политики в области здравоохранения и социальной политики в Республике Казахстан. Верификация результатов для других регионов Казахстана является возможным дальнейшим направлением исследования.

The paper considers methodological aspects of diagnosing the regional innovation development, and... more The paper considers methodological aspects of diagnosing the regional innovation development, and illustrates such aspects by the results obtained by the factor, regression and cluster analysis of the innovation development indicators. This allowed identifying the innovation profiles of Russia and the Siberian Federal District in 2007 and 2010. We show how the sets of factors and indicators which statistically explain the innovation development in the country and Siberia in different years differ from each other. By a cluster analysis we identify three groups of the Siberian regions which have similar innovation profiles, and we also build the GRP regressions on innovation indicators for the SFD regions.

Построенные регрессионные модели подтвердили основную гипотезу, поскольку более обеспеченные граждане сообщали как о более высоком качестве жизни, так и о более хорошем здоровье. Статистическая значимость в моделях уровня образования и удовлетворенности условиями жизни, косвенно определяющих неравенство, также подтвердила основную гипотезу исследования. Результаты работы могут быть использованы для разработки региональной политики в области здравоохранения и социальной политики в Республике Казахстан. Верификация результатов для других регионов Казахстана является возможным дальнейшим направлением исследования.

The paper considers methodological aspects of diagnosing the regional innovation development, and... more The paper considers methodological aspects of diagnosing the regional innovation development, and illustrates such aspects by the results obtained by the factor, regression and cluster analysis of the innovation development indicators. This allowed identifying the innovation profiles of Russia and the Siberian Federal District in 2007 and 2010. We show how the sets of factors and indicators which statistically explain the innovation development in the country and Siberia in different years differ from each other. By a cluster analysis we identify three groups of the Siberian regions which have similar innovation profiles, and we also build the GRP regressions on innovation indicators for the SFD regions.
