In the article, " A History of The World, Worlds Together, Worlds Apart ", writer has said, " Han cultural identity became synonymous with "China," including an elite culture built around the Confucian classics and a common culture based on family-organized ancestor worship. The genius of the Han was their ability to win support of diverse social groups by forming alliances with key leaders. A massive agrarian base provided the Han with tax revenues, as did a variety of special revenue sources, such as tribute from outlying domains." 1 Although he also explorers the state promoted growth in silk and iron production and established state monopolies in salt, iron, and wine to fund military campaigns, government monopolies undercut the independence of merchants, forcing them to become partners with the rulers.

Freedom of expression has been occurred as a social need from the beginning of the period of the ... more Freedom of expression has been occurred as a social need from the beginning of the period of the society formation process. By means of this social need, several legal regulation have been performed by the ruler party in according to exercise sovereignty and guidance on the ruled party. Certainly the same regulations have been stand for freedom of the press which is also a social need and become functional integrating with the freedom of the expression.
At the present time the right of individual in private and society in general to access to the information is directly restricted by the interventions of the freedom of expression in newspaper one of which is the most functional publishing tool. In order to interpret these restrictions in the scope of the study, freedom of expression oriented conceptual definitions and approaches have been put forward as a priority. Moreover, especially the European Convention on Human Rights in terms of international law, case law developed on the subject of the European Court of Human Right has been analyzed in detail. In this context, the limitations of freedom of expression in terms of national law were examined regarding of in particular 1982 dated Constitution and the Constitution of the Turkish Penal Code, Anti-Terror Law and the Press Law. In this study where the concepts and the limits of the freedom of the press is discussed in many aspects, the freedom of the expression in newspaper oriented interventions on the scope of "war on terror", the "privacy", "public morality" and "honor and dignity of the violation" are mentioned herein. By identifying in what ways these interventions are held, solutions for existing problems are proposed.

Erken Cumhuriyet Dönemi 1923’ten 1950’ye Kültür Sanat Basının Piarı adlı bu makalede, öncelikli olarak temel kavramlar olan sanat, kültür, basın ve piar tanımlamaları irdelenmiştir. Tarihsel perspektif açısından ise cumhuriyetin ilk yıllarındaki kültür sanat politikası incelenmiştir. Aynı zamanda, cumhuriyet sonrası basın faaliyetlerine de dikkat çekilen bu çalışmada, cumhuriyet dönemi kültür sanat yayıncılığı ayrıntılı olarak ele alınmıştır. Eski basımlı birçok gazete ve mecmuanın yanı sıra mevcut zengin literatür kaynaklarından yararlanılarak oluşturulan bu çalışmanın son kısmında, iktidar etkisiyle sanatın ve sanatçıların basında temsili tartışılmıştır.

Abstract

In this article titled Culture and Art PR in the Early Republican Period from 1923 to 1950, the definitions of art, culture, press and public relations, which are the basic concepts, are examined. In terms of historical perspective, the culture and arts policy in the first years of the republic was examined. In this study, which also draws attention to post-republic press activities, cultural and artistic publishing during the republican period is discussed in detail. In the last part of this study, which was created by making use of existing rich literature sources as well as many old newspapers and magazines, the representation of art and artists in the press under the influence of the government was discussed.
