This study uncovers the dynamics of cultural politics in the recently emerging reality TV shows f... more This study uncovers the dynamics of cultural politics in the recently emerging reality TV shows featuring North Korean resettlers (NKR2 show, hereafter) in South Korea, by postulating that more things are going on in these reality shows than the given role of media apparatus reproducing a dominant ideology for the resettlers as observed in many previous studies. The analysis showed the dynamics of the cultural politics of the recently shaped emotions involved in the distributional structure of emotions through specific devices and rituals operated in these programs. The present study paid closer attention to the fact that the emergence of the NKR2 program showed the border-crossing behaviors of the resettlers with a focus on the repressive feature of North Korean societal system. At the same time, the programs revealed the conservative ideologies of the resettlers by working through media rituals. Consequently, the programs reflected the distinctive features of civilization and cultural politics. Further interpretations and implications were also discussed.

본 논문은 매체의 물질적 매개성과 예술 형식의 관계를 분석하고자 한다. 본 논문은 크게 두 부분으로 구성된다. 전반부에서는 올드미디어인 축음기, 필름, 아날로그 비디오 각각의... more 본 논문은 매체의 물질적 매개성과 예술 형식의 관계를 분석하고자 한다. 본 논문은 크게 두 부분으로 구성된다. 전반부에서는 올드미디어인 축음기, 필름, 아날로그 비디오 각각의 시 지각정보의 합성 방식을 분석하고 이에 수반되는 물질적 특성이 예술 형식에 미치는 영 향을 연구한다. 후반부에서는 디지털 미디어의 언어적 매개가 갖는 특성을 분석하고 이 특성이 형식의 임의성 문제를 야기함을 밝힌다. 그리고 최근에 디지털 정보를 물질로 구현하는 새로운 흐름이 형식의 임의성에 제한을 가하기 위해서 매개의 물질적 특성을 회복하려 는 것임을 보이고자 한다. 이를 위해 본 논문은 연구의 대상을 비주얼 뮤직(Visual Music)으로 제한한다. 비주얼 뮤직은 일반적으로 예술가가 이미지와 소리의 관계를 유비적으로 해 석하거나 미디어 기술을 통해서 시청각 정보를 상호 변환하는 작업들을 총칭한다. 비주얼 뮤직 장르에서 작가들은 미디어 기술을 통해 시각과 청각의 상호변환을 실험하기 때문에 개별 미디어 기술의 물질적 특성이 예술 형식에 어떻게 반영되는지를 효과적으로 분석할 수 있다. 본 논문은 과학적, 기술적 혁신이 문화적 지형을 어떻게 바꾸었는지를 연구하는 미디어 고고학 연구 방법을 이용한다. 이를 통해 본 논문은 축음기, 필름, 아날로그 비디오, 디지털 각각의 매개의 물질적 특성을 분석하고 비주얼 뮤직의 형식적 특성에 미치는 영향을 연구한다. 비주얼 뮤직은 시청각적 정보의 상호변환을 통해 예외 상태를 만들고 순수한 매개 성을 드러낸다. 따라서 디지털 미디어에서 물질화는 새로운 매체적 조건에서 매개 성을 가시화하는 방법으로 해석할 수 있다.

This study examines the dynamics of cultural politics in reality television shows featuring North... more This study examines the dynamics of cultural politics in reality television shows featuring North Korean resettlers (NKR2) in South Korea. As existing studies focus on the role of media representation reproducing a dominant ideology for the resettlers, this paper focuses on the specific media rituals of NKR2 programs, which can be seen as a product of the neoliberalist localization process of the global media industry. In doing so, this paper demonstrates how NKR2 programs interrupt the current dynamics of emotions in regard to North Korean resettlers in South Korea. We argue that in shaping civic identity as an effect of the NKR2 show, cultural politics of citizenship in South Korea on North Korean resettlers serve the formation of relatively conservative and sexist civic identity.

As creative industry policy discourse has travelled quickly across the South Korean cultural indu... more As creative industry policy discourse has travelled quickly across the South Korean cultural industry, including the Korean Wave and beyond, the indie music artists in South Korea have found opportunities to perform and promote their music overseas. The recent cultural policy along with the direct support programs are unexpected, because of the conservative nature of the government and the nature of the South Korean indie music as independent from political and economic powers. With the example of the overseas advance of South Korean indie artists, with government support, this article presents an examination of the complex relationship between the government's creative cultural policy and the resulting effects of the policies on the South Korean indie music scene. It is argued that it is yet to be determined whether the cultural policy is having a negative or positive effect on the cultural industry. This article suggests that the cultural policy, whatever the goals of the policy-makers, is interacting with other elements-such as the political economy of the technologies of distribution and consumption, subculture, and the methods through which the cultural policy discourse is articulated among the policy community-beyond the objectives of the policy itself.
