1326. Deducing an array bound from an initializer-list

It would be useful to be able to deduce an array bound from the number of elements in an initializer list.

Rationale (August, 2011):

The implications of array temporaries for the language should be considered by the Evolution Working Group in a comprehensive fashion rather than on a case-by-case basis. See also issues1300, 1307, and 1525.
