1465.noexcept and std::bad_array_new_length

The list of causes for a false result of the noexceptoperator does not include a new-expression with a non-constant array bound, which could result in an exception even if the allocation function that would be called is declared not to throw (see 7.6.2.8 [expr.new] paragraph 7).

Proposed resolution (June, 2012):

This issue is resolved by the resolution ofissue 1351.
