Would you care to explain this claim? IMO it's total nonsense. You don't have to pay anyone for some special privilege to type text commands to a command interpreter. If you really believe this you have a very warped view of your rights.
Okay, you probably could implement something that by coincidence looks like ascii and begins with "AT", but you cannot call it "Hayes" without permission of the owner of the name "Hayes".
