The Awakening signal instead would be more useful and less dangerous. Let's say that, in the end, the best solution for everyone could possibly be just adding the Awakening signal. Fine for me. If somebody has a few minutes, I would love a patch to upower that adds a Resume() signal, otherwise I could probably do myself it in the next couple of days.
Dan Williams really wanted the kernel to send a resume event so we could get rid of the broken NetworkManager dbus-send signaling from pm-utils. Maybe this would work.
