IMHO yes. Consider making it built-time enable-able via configure switches (e.g. --with-tz-updater={yes,no})
- Create its own project? and associated mercurial repo?
It's a possiblity.
- Add to an existing other tooling project?
Perhaps it's too early to tell. Is the code available somewhere at this point and would there be a commitment (from IBM) to keeping it maintained? I.e. is this a one-time code-drop or a long-term commitment?
Depending on the size of this, it may warrant a JEP.
