What sense does it make to build them if most of the sources are not yet provided?

I don't think this is wired up for the openjfx repo. It would be a good addition, though, if someone wanted to file a JIRA. We wouldn't do it in 2.2, though, we would do it in 8.
Note that eventually we need to integrate our javadocs into the openjdk docs, but it will still be useful to be able to build them separately. -- Kevin
