There have been some workarounds for specific use cases and a proposed solution for a Theme class but none have solved the root problem of being able to change the default user agent stylesheet.
I should also note that the patch proposed in RT-19713 did tackle the root problem of changing the default user agent stylesheet. It was just deemed too heavyweight to bring in the concept of themes for the limited use cases where it would be used, and therefore failed to gain the required support. The currently proposed approach was what I originally intended before going down the themes route, so I'm happy either way (especially if we can move to the opt-out automatic upgrade model I mentioned in my last email).
