COMMON ISSUES
Automake uses -local and -hook rules to allow software author to customize generated Makefile's behaviour without overriding it. Some way of hinting what should be done before/after/around node is built should be provided to make it possible also in SCons. API for this might be slightly based on how Common Lisp Object System's method combinations work (http://www.lispworks.com/documentation/HyperSpec/Body/07ffb.htm). General solution would allow -local/-hook-type customization for all nodes, not just a few selected ones like Automake does.
I'm not sure if the poster had seen this PEP already or not, but I
pointed him towards it. (Note: this is regarding a proposal, not
existing code).
