... AFAIC you can release exactly what's in the release21-maint branch now -- only update the README and LICENSE file.

A reminder that if that's all there is to it, it's more efficient for one of the PLabs guys to do it (at least one of us will be involved anyway, and coordinating such a little bit of work would drag on longer than just doing it).
