That's what ssh with public/private key pairs and "command=" in authorized_keys is for. :-)

There is some reasonable mechanism for doing this, as it IS done in some places. The guy who had set it up for one web site and was therefore supposed to be helping get it set up on a local LUG web site has thus far not done so. :-(
