Thank you. I have read the dev page. So, suppose one wanted to add a new module. Should I write PEP for it?

That question can't be answered in general; I suggest presenting the new module you'd like to see added here (in just a few lines or paragraphs), with motivation why you think it's useful for many Python users, and see what kind of feedback you get.
