So, um...I assume this is a bug in the implementation, not the PEP, because the PEP's way makes sense and the way it's implemented doesn't.
Interestingly, I found the PEP's description felt "backwards" to me, but didn't mention it because I didn't want to start another long discussion over something which has proved to be subjective in past discussions. I'd vote for correcting the PEP rather than the code (not least because it's probably easier :-))
But consistency is the only real requirement here.
