I've found SF's behaviour to be inconsistent at best in this regard - the only way to get the messages reliably is to subscribe to both the python-bugs and python-patches lists. (As an aside: Why do we keep both these lists going? Why not simply point all of the trackers at python-bugs. I can see no reason why you'd want to know about only one of the trackers...)
