I've put a patch up at sourceforge (#922881) which is somewhat hackish change in warnings.py that gets back about 50% of the startup time we lost between 2.2.2 and 2.3.x, while avoiding the import deadlock problem with delayed import. The general feeling that I get from the developers that I've surveyed is that it sounds/looks good, but I wanted some more people to take a look at it. I'm also working on a plan for solving the import deadlock problem in the long term (per-module locking - more on that later).
This patch does pass all tests.
