Huh? What does that have to do with anything? I've never seen a system where /usr/include, /usr/lib, /usr/bin, etc. are not all on the same mount. It's not really any different with OS X either.
Paths like /etc, /var, /srv, /usr/include and /usr/share are good candidates to be on another mount than the bin & lib directories...
BTW, Mac-style packages do exist for Linux too, if you prefer that. Look e.g. at Klik: <http://klik.atekon.de/>
