In this specific case, the new thing added is the availability of Visual Studio Express. Whether this is important, and outweighs the disadvantages, I don't know.
In addition, I'm uncertain whether this is a new feature. I thought you could get the VS 2003 compiler (VC 7.1) with the .NET 1.1 SDK. But maybe I'm misremembering.
