I was actually looking at something Fred wrote and managed to misread it as something you had posted - and it turns out Skip was just agreeing with Fred about the 'provide an option to tell distutils to use a different user-specific directory name than the default one' idea, and isn't particularly worried about where the packages go by default.
Sorry for the confusion.
