What makes you say that? PEP 383 will have no effect on Windows, compared to the status quo, whatsoever. You could argue that if Windows is actually returning UTF-16 with half surrogates that they should be altered to conform to what UTF-8 would have returned.
Perhaps - but this is not what the PEP specifies (and intentionally so).
