In the specific case (msg104314), "remove" was probably the right thing, since it isn't real spam, but just non-sensical. I don't think the user needs to be banned from the tracker.
The message was a copy of a previous message by someone else, with an additional HTML link in the middle. The target of that link was clearly the kind that would pay to increase its Google rank through whatever means (bogus diploma stuff, IIRC).
