We run the blog out of a Mercurial repository on BitBucket and do the writing in reStructuredText, then publish via Blogger. It sounds to me like this could be a reason why there are so few volunteers. Blog authors/writers usually don't want to write in rst and have to commit to a repo.
In the part you didn't quote:

There is no need to use any toolset you don't want to - just write up a post however you want and send it in. Paul.
