Most orphan modules in the stdlib aren't like that - yes, their APIs stagnate (because nobody feels they have the authority and/or expertise to make potentially controversial decisions), but for many of them, that's not a particularly bad thing.
You're right, and sometimes a contributor steps in and propose a PEP to move things forward for a so-called orphan module. If I'm not wrong, it was the case for StringIO, pickle, distutils, wsgiref and optparse even if each of these packages has its own story.
