I think the desire is there, but there are enough "good enough" approaches around that people find other more immediately satisfying things to do with their time (hammering out consensus on packaging issues takes quite a bit of lead time to fully resolve).
This will make a good guinea pig for my "release alphas early" proposal, though :)
